Open shell download: https://github.com/Open-Shell/Open-Shell-Menu
Right click above image and save into your machine,
now open 'Open-Shell' start menu settings and select the "Start Menu Style tab"
1. Mark the Replace Start button checkbox and Select the custom style as shown in above image
2. Pick the downloaded image
and press OK
Now on Windows 11 the Start menu will appear as follows:
